ABOUT “PHLAPPHLA NARAI”

The area within the municipality of PlubplaNarai Subdistrict consists of flat terrain, with some parts being low-lying rice fields prone to flooding. The eastern side features slopes, and various canals traverse the community. The community is situated in clusters along the main road, numbered Route 3, on both sides of which are villages, shops, allocated housing, residential buildings, and commercial structures.

PlubplaNarai Subdistrict is located in the province of Chanthaburi, an eastern province of Thailand. It is situated on the Gulf of Thailand’s eastern coastline and is influenced by the prevailing southeastern winds from the South China Sea as well as the westerly winds from the Andaman Sea. During the rainy season, which lasts approximately 6–8 months, there is heavy rainfall. The hot season is not excessively hot, and the cold season is not extremely cold. This climatic characteristic provides favorable conditions for various occupations.

The significant water sources in the PlubplaNarai Subdistrict area include natural canals such as the Kroeng Chorakhe, Kroeng PlubplaNarai (Dao Rueang), Kroeng Narai, and Kroeng Toei. These canals are utilized for agricultural purposes and consumption.

CITY CONTEXT & NEEDS

In the present, advancements in technology and innovation have rapidly transformed society, exerting significant impacts on various systems, economies, societies, politics, and the environment. This extends to urban development, which has evolved in the 21st century to incorporate new spatial management strategies. These strategies aim to address urban living challenges, enhance public service efficiency, and tackle various urban issues. Thus, technology plays a pivotal role in developing cities to resolve future challenges and guide them towards utilizing contemporary and intelligent technologies, or “smart cities”. To this end, the government has formulated policies to drive Thailand towards “Thailand 4.0”, using digital technology as a vital driving force to fortify the country’s grassroots economy and enhance its competitive capabilities on the global stage. These policies are aligned with the National 20-Year Strategy, the 13th National Economic and Social Development Plan, and the Digital Economy and Society Development Plan, which outline key strategies for promoting fairness, reducing inequality, expanding public services, and facilitating user convenience.

PlubplaNarai Subdistrict’s policy, therefore, aims to directly elevate the quality of life for its residents. By integrating technology effectively, the municipality seeks to fulfill the needs of its citizens and align its administrative practices with the government’s policies. This approach reflects the city’s vision of becoming a smart, contemporary, transparent, and environmentally conscious urban center.
